can i get one of these hats in small size ,?

M: 57-58cm/22.44"-23.83"; Brim Width: 7cm/2.75".

Is the white Panama hat lined

No. It's a summer/warm weather hat designed for cover and ventilation.

It says it's a mans hat, but then at the product description it says it's a ladies hat. Which one is it?

I think this hat is versatile. My husband and I both had one. And it looks great in both of us.

Can i put a feather in the outside belted band

Yes you should be able to put a feather in the band
