Q: can i use this with silk flowers? will they stay in if the foam is not wet or should i wet it

Yes, you can use this "wet" foam with artificial flowers. There is no need to wet the foam. However, the green dust on "wet" foam is the chemical that helps to fill the foam and can sometimes be a bit messy until the foam is soaked in water. To rid yourself of this problem, take a hair dryer and turn it on high (heat is not necessary) and blow the dust off the surface before arranging. If you are concerned about the flowers staying in the foam, use a bit of OASIS floral adhesive to keep them in place. For this type of work we suggest you use the spray version of the adhesive called FLORALOCK. Q: Does it expand when soaked in water?

No it doesn't expand after you soak it in water. It acts as as a hard sponge and it just sucks all the water in. The best way do add water is by submerging it in a bucket with water to allow it to suck as much water as possible. This will keep you flowers looking fresh.
