Question 1

I am looking for a sealer equivalent to toyota's 08826-00100.  i already have 00295-00103 which is similar to tb 1207b.   will this work?

The 08826-00100 is used on older Toyotas with a gasket so the Asin is not the same. However , I have used the ASIN in new and older Asian and domestic engines cast iron and aluminum with or without a gasket such as paper or mesh steel composite and have not had any issues. Most of my applications are the water pump, Thermo housing, oils pan, valve cover. Follow the instructions and note the work time which is very short.

Forgot to order Genuine Nissan liquid gasket for my oil pan is this just as good?

Not sure for an oil pan, worked great around the housing on a water pump for a Toyota 4runner. 2yrs+ and no leaks.......so far. Lol

Crazy-making opposing opinions abound. aisin catalogue: "do not use sealants when gasket is supplied." is this 100% solid leak-prevention advice?

MPKramer is correct, if there is a gasket there replace it with gasket and use this on bends/corners/dips only.
If no sealer gasket is present you use the correct FIPG only.
Reason?
Depends on the machine work!!
Toyota proved decades ago their new liquid tube sealer Formed-in-Place Gasket aka: (FIPG) sealer is the best way to seal engines but set patent use too high so others fallowed with copies of their own sealers. So far Toys is way better since others must wait long periods to cure before assemble/drive time vs Toys has no cure time at all. Apply, assemble and drive off...
 But regardless of brand FIPG is far easier, cheaper and lasts as long or even longer than gaskets so there's been a change going on.

fwiw- My 2005 Tundra uses very few engine gaskets and at 400k miles the only leak I had was its valve cover gaskets at 360k. Nothing else has ever leaked a drop yet. Our old Camry's engine was a split block engine and had no gasket between the two block halves just had FIPG yet it never leaked, sold it at 200k miles.

As it stands on engines built within the last decade regardless of maker certain areas actually receive better machine work vs other areas where gaskets will be used instead.
The days of adding sealer all over gaskets passed long ago but' old iron Kohlers like my K/Magnum engines with Cork Gaskets I still go old school gasket too. Cork gaskets you will need a very light layer of ATV on both sides but many cork gaskets were changed over to rubber so I always use them instead of cork if offered.
Always use the correct color FIPG, although its changing to it they all are not "One fits All" sealer as some are gasoline resistant others aren't, same as some aren't for anti. The right version matters so read labels closely.

Can i use this on oil pan?

Yes, it will work on an oil pan. I used it on my Toyota Highlander. Make sure you remove all the old gasket material with a plastic scraper if your block is aluminum.
