How do you know it’s broke and what does it means when your stuff flicks green

The lights are red until the batteries are charged then it should transition to green. The colors are steady. If you have flickering, then there could be an issue.

Should you unplug the charger after the batteries are charged to prevent short circuiting and extend battery life?

It's ran by a usb port. I plugged mine into the xbox so when I power down, the charger powers down with the console. I haven't had any issues.
