does not glow and not the right stuff for my project

I made glow in the dark stars for my kids bedroom ceilings with this paint. Cut out 3 different size stars (large 6 - 12 inches in size) from white cardboard. Painted multiple coats with these paints. Used 3M command strips to attach to their ceilings. You can charge them with normal light. Or you can do what I did...bought one of those large UV LED flashlights (UV Beast). A few seconds with that thing and you can almost read a book in their room with the light the stars put out.
