No. The wheels don't lock. That being said, this little cart has come in so handy! It's very sturdy and folds up very easily. I use it to tote merchandise from a gift shop to other events and it surprisingly holds a lot. It's pricey but worth it

The color is more of a slightly cream color, not a true white. I didn’t care for the color and gave it away as a gift and ordered the black one which I like better. Very handy and would recommend. Thanks, have a good day and God bless
