The bag sits on the floor, as does the chin strap. Beware, compant paid amazon for reviews!** A: Mine works perfectly. The piece that goes under your chin has the velcro straps attached to it. The chin strap took a few times to figure out but now I un-velcro one strip and slip it off until I go to use it again. I thought the water bottle would be a mess to use so I tied mine to a 10 lb dumbbell and it works perfectly. I have a pinched nerve in my neck and by using this for 1/2 hr per day I'm starting to get some relief.
