HanKow Style Noodle -Sichuan Flavo (4 small bags inside big bag)

I thought it was 4 larger pcs which included 16 small pcs in total, but it's only 4 small pcs!!! 4 dollars for average small package! Actually I can buy this in less than 4 dollars from Chinese market. Terrible..
