are these shorts 100% cotton as advertised?

The light gray is 90% cotton 10% polyester, and the dark gray is 60% cotton 40% polyester. If I had to guess, the solid colors are probably 100% cotton. I have noticed with other garments, "heather" tends to be a mix.

What does the inseam measure?

Although the description says 10 inches, the grey pair that I got measured 7 inches in inseam. I sent them back.

Is there elastic in the waistband?

yes there is excellent elastic that has always been good and I've been buying them for years. I permanently tie the drawstring loosely in a square knot so that it won't get pulled in the laundry.
