Can the shields be removed so the bearings can be cleaned/serviced?

Yes but I don't recommend removing them. It's super hard to snap back in place.

Are these slow on a skateboard?

These are fast on a skateboard or roller skates. Note that this is for a 16 pack, or enough for 8 wheels. You could use 1 of these to replace 2 skateboards worth of bearings.
