Q: Can you cut these wraps down to fit a 2x3 board?

Yes, you can cut them, it's a vinyl wrap, so regular sharp scissors should work. It would just not be the same flag proportions.

Q: Do you really put varathane over the decal like the directions say? We started to and it lifted at the bottom edge

I build custom boards as a business. I do use an insane amount of vinyl in this business. If the vinyl is laminated, there is no need to put poly on them. The only time you need to poly over the vinyl is when it is not laminated. I have never had this issue before, but I have also never used poly on laminated vinyl.
