has anyone used these for applying gutta to silk

No - have only tried ink and acrylic and not found either to be easy to use. No instructions came with the bottles.........

Are these suitable to use for alcohol ink?

I have never used this ink, but as long as the ink has no matter in it then it should come out in drips fine, I use mine for surgical spirit, you might need to practice with them first though to obtain the correct flow.

How do you clean them?

With a small bottle brush and diluted washing up powder squeezed through the nozzle then complete rinses several times until clean

What kind of plastic is it? Is it acetone safe? What about isopropyl?

I'm not sure if it's acetone safe, but its safe with isopropyl. Using it with the electronics.
