Q: I have a Vanguard, the flange bolts are approx. 1-23/32 inches apart. Are the muffler flange holes sufficiently sized or would I need to grind these.

The flange dimensions are about 2 1/8" X 1 1/2 X 1/8" hole to hole is about 1 9/16

Q: Will this fit on a 11hp small engine?

I do not know, but if you check your parts list for your engine it will tell you the part number that will fit that engine. If I have a 6HP engine how would I know what fits an 11 HP engine?
