Q: What are the slots on either side of the case for? They have one side open when the lid is ajar, but what purpose do they serve?

I believe the slots are for a strap and the retaining pieces slide into the slots. Pelican might have a strap for this.

Q: Do they make a shoulder strap for this case?

I don’t know… it did not come with one.
