Can this be used outdoors?

I used mine outdoors and it lasted almost a year until someone on purpose cut the wire but I have not had any issues or noticed any damage or reduced speeds. The only thing I would say is that you should keep the ends out of the direct sunlight as that can cause the ends to be come fragile. I am buying this cable agin.

Internet router to Smart TV 80 feet away?

As long as the cable will reach from the router to the TV, it should work fine.

Is this safe for PoE?

It's working fine for my POE camera.

Woud this kind of a cable be ok to use for a distance of 35 feet or a flat type of a cable is prone to a cross-talk interference?

I use this cable at 100 feet and haven't had any problems.
