**Q: does this have to be cured under the light?**
A: No,  it does not have to be cured under the light

**Q: Would this be the correct steps: buff, rubbing alcohol, then this product before my clear foundation coat?**
A: Almost, its buff, rubbing alcohol (be sure to remove all traces of buffing dust, especially around the cuticles.) and then primer.  I like to use two coats of primer allow first layer to dry before applying the second.  Oh yes, apply in thin coats.
