Why won't the cap stay on when the fountain pen is in use???

It's not made to do that because it puts the balance of the pen of. You'll find that the way you hold it without the cap, the nib writes better, more fluid movement

Will the Cross 8924 replacement cartridge work for this pen?

Unsure about 8924. The pen was supplied with 8921, but I use converter to use with bottled ink rather than cartridges.

Does this have a screw on top?

No, it does not have a screw top. You have to pull it rather forcefully, which is great because it will come off in your shirt or coat pocket.
