Q: will this fit a 17 inch laptop?

I would look for something better...between the light, cup holder and the pen/pencil holder, the area for your laptop would be 18.5 x 7.5 inches. also they are quite stingy with the styrofoam ballast beads , mine falls off my lap at the slightest flinch .

Q: What powers the lamp?

I'm using my desk right now. Three small batteries are the power source for the lamp. They are included when purchased. There is not a USB connection.

Q: Is the cushion (under/attached to the hard surface/top) at least 3.5 inches at its thickest part?

About 3 inches. The filling can be shifted in whatever position, to one side, to the back or to the front to level it on an uneven surface, example, on the lap etc. I use a 17 inch laptop on it. It covers the cup holder which I wouldn't use while on the laptop anyway, and when I need to use the light I just move it over from the light socket which is to the right side edge and lower edge, and it still fits on the des

I ordered two of the lap desks. I really like them - one came with the LED light in the zipped pocket, the other did not :-/
