Why is this $590 cpu being sold for almost $800? the last model is the price of this current.

They became scarce and people get greedy. I saw some people selling them for $1200.

The Intel Core i9-10900X Desktop Processor is for use by a Computer Technician experienced in custom building desktop computers. However, that being said, home users with excellent hardware abilities can also install this CPU in a motherboard without issue.

Will this fit a lga 1200 socket?

NO! It will NOT fit a LGA 1200 socket. The Intel Core i9-10900X requires a LGA 2066 socket. More pins for more PCIe lanes.

Is there a way to know if the i9 10900x is unlocked?

All "X" and "K" Intel CPUs are unlocked. In order to overclock the CPU the motherboard must also support overclocking as some boards are compatible but don't support over locking. I haven't run into any X299 chipset boards that don't support overclocking.
