what's the difference between this and the leave in conditioner?

It's helps you comb through your hair a lot easier with the added bonus of conditioning.

I just want to be sure--are there sulfate and silicone in this?

Not sure, it should not have any; HOWEVER; I have found that a paddle brush and water works to detangle hair. I do not use a comb to detangle, finding the paddle brush kinder to my hair. I brush thru while conditioning. I use a leave-in conditioner, natural styling anad that's it. Even when applying heat the same routine. Do not use the product if you have any doubts. There is no need.

can this undread locked, matted hair?

I'm not sure. From what I've seen in my hair, its mostly for tangled, curly hair. For locked or matted hair, that may have to be cut. I don't think any detangler can help locked or matted hair. Please try Avocado Oil or Grapeseed Oil for locked hair. I'm 95% sure you have to cut matted hair.
