Do I need a makeup remover to take it off?

I don’t have makeup remover, as I’m a guy (and don’t wear makeup). It takes two washes with soap and water for it to come off for me.

is this also a daly moisturizer or is this just a sunscreen?

Tizo is only a sunscreen, however likely the best facial sunscreen available. I use it first, then apply my moisturizer.
