How much should I use this if I’m at the laundry Matt?

will this take out rogaine stains?

Liquid bluing does not remove stains. It's an optical illusory treatment. It leaves a pale wash of blue in white fabric to give the perception that it's whiter. I don't know what Rogaine is either. Meaning, what is its base. I am sure you can Google it. However, if its an oil based product GoJo/Goop take out all oils, but if it's just a dye based stain then vinegar or hydrogen peroxide would likely work. I never use bleach on stains. GoJo/Goop, vinegar and peroxide pretty much work on everything depending on the base of the stain.

I have an off-white duvet cover that is yellowing. Will this work for it?

I have gotten yellowing sheets/pillowcases whiter. However, I was told you're really supposed to start using the bluing before it turns yellow. It's always worth a try as I had good luck with it.
