Are they individually sealed?

They are not sealed like some strings are sealed in plastic. They are individually wound and each put in its own paper envelope

does this 17 gauge string work for high e string on electric guitar? My son is a beginner and not sure. If not, what size does he need?

No, it would be too thick. This is the most common high e string https://www.amazon.com/Ernie-Ball-Nickel-Single-Guitar/dp/B0002GYX5K

Is the .017 string unwound? Or wounded? And is it for acoustic guitar?

It is unwound and can be used as a “G” string for an electric guitar using light gauge strings (.10-.46) or it can be used as a “B” string for an acoustic guitar using medium gauge strings (.13-.56) (for better sound, but more difficult to play for a full gig).

Eric Clapton uses these strings.

So to my disappointment, just by adding these strings to my guitar I still do not play like Eric Clapton. However, the strings sound great. They have been a standard string for years. You can't go wrong with this.
