A: The surface is painted  with anti-rust coating.

A: I don’t think they are painted. They appear to be cast iron.

**Q: Can this fit on an 8-in structure?**
A: No the dimensions listed in the post are larger than 8”.  I think they are 12” X 13” so you would need something much larger..
