A story of redemption. The policeman was once an inspector, he was demoted several times until he is now a private because of his unscrupulous behavior (even selling drugs).  But his hatred of anything criminal is more than his love of money; and he would do anything to bring the criminal to justice: his public enemy.  He is transferred from the investigative unit but does not give up his pursuit, ultimately cataching the criminal. He is then reinstated as a detective....  Great story.  Remember it is sub-titled

    The second movie is not as enjoyable as the first one

The first Public Enemy was pure gold. It had a great mix of comedy and drama.I did not find the second movie to be as enjoyable. The tone is definitely more serious in this movie and it is mostly a drama. Det. Kang Chul-joong has been promoted. Most of his squad mates from the first movie are gone. There is a development of his relationship with the Captain, but in the end it all falls flat.If you are looking to get the whole trilogy, then it follows that you must buy the second movie. But Another Public Enemy is like the rebellious middle child of a family. It just does not fit when compared to Public Enemy or Public Enemy Returns.
