Could a chubby Syrian hamster fit through the tubes?

Obviously this was 7 years ago, but wanted to answer for anyone considering this prison. This is by no means a home for any hamster. This would be a carrier/transport cage if anything. Not even 200 sq inches, this wouls not even be acceptable for a mouse let alone a Syrian. Amazon should remove this cage or require the maker to change the name to transport cage.

Does it work for an African Hedgehog?

African Hedgehogs need large tunnels, like 3-4". These tunnels would be way too small. Also, they need regulated temperatures between 72-80 degrees Fahrenheit. That is very hard to achieve in a wire cage. That's why plastic bins are recommended, 100 qt or larger.

Are you able to put the tubes on the top of the cage instead of the side?

No. I tried to rotate the outside tube to sit on top of the cage; the curve in the tube on each side is not broad enough to reach over the top of the cage.

would rats be able to fit thru the tubes? The cage I bought the tubes are too small. Are these big tubes?

This cage would BARELY fit a mouse and absolutely not be suitable for a rat. This would only be an acceptable transport cage for a mouse or dwarf hamster. It does not even meet the bare minimum requirements for a mouse or dwarf hamster of 450 sq inches. This is less than 200.
