No, it cannot boost; but it will pass the 4.5V rather than cutting out. Below 4.5V it may cut out entirely.

No way will they handle 24v. I smoked 3 of them instantly with 12v before ordering some real Pololu converters.

It looks like it accepts 3A but only outputs 5V 1.5A. I wouldn't waste your money if I were you. Get a different module, these tend to blow easily.
