Q: Can I control two relays with this device, then have the relay control a higher amperage motor? In both directions?

You can control only one relay.

Q: Is there a manual i can review to see if i’m capable this will be my 3rd windynation worked but wind snapped the actenuator

There are instructions and information in the manufacturer's web site. I suppose you could print that out and make a manual. There were a couple of printed pages that came with the control board. It's only a control board, how you implement it is up to you.

Q: Do you have to use a relay in between the motor and the tracker? If not, what is the highest amp linear actuator that can be used?

you can drive a motor directly. it has a 4 amp fast blow fuse. generally shoot for an amp or two on your motor. the relay module is rated to 30 amps.

Q: Does this tracker return your project to the east at sunrise automatically?

yes. it parks to the east 4 hours after sunset.
