Yes I don't see why not. The texture is just a tiny bit rough so it would probably hold paint pretty well.

Can a mold be made from this?

if you are asking if you can use this as a mold for jello and other food item, then no. if you want to use it to make a sand mold for casting, maybe. not very sturdy.

Can this be for outdoor use?

I am using it on the front of my house. Was a little disappointed when I saw the material it was made from but I had my heart set on “the look” of it. I figured I would give it a go and so far so good. Been hanging outside since January 2021.
