This is TCC or torque converter lock up pressure control solenoid.

Q: Does this fit a 1998 BMW 328i

It works in a BMW 5l40 transmission but not a BMW 4l30 transmission

Q: Whare in the transmission is this part located?

It is located behind a plate on the drivers side of the transmission. If you are not mechanically minded I would not recommend to try to replace it yourself. You have to jack up the car, remove the tire, remove the hub assembly, the cv axle, separate the steering shaft, and drop the engine down in order to get to the place. It is a major operation in order to get to it on a buick but only takes about three minutes to replace.
