It does NOT have PVC, though the package and online description fail to mention it. They're flexible, but not too flexible or soft, and lack the PVC odor. Also, they're much better than the 2.5 by 2.5 safe flips in that they're thicker. The Safe Flips are about a millimeter thin, and don't offer much protection.
