Do the tips come sealed so that we cut the opening ourselves? Or is there already an opening?

It's a very tiny opening, which is great for thin liquids. If you need it to be bigger, it takes cutting only a little more off the tip. But you have to be careful that you don't cut off so much that the lid doesn't stay on.

Do the tops pop off easily?

The small caps that are attached to the screw on part?? It stays on and is secure when you push it down, and keeps the paint sealed. Is it easy to remove? Yes.

Could these be used for Holi powder?

I use my bottles for liquid, but I think you could use them for powder, depending on what your powder is made of and how much you'd like to disperse at once.
