I found Keay Vital Parts and followed their instructions on how to measure for a good fit. These are tube insert plugs for use on metal pipes/tubes with a wall thickness 1.5-2mm. I took a gamble and ordered one packet (x 4 plugs) to see if they would work on my chairs. As the photo's show they were a success. I only had to trim a bit off the length for a snug fit.
