It's alcohol based paintes. Only 99% isopropyl alcohol will activate them. It's supposed to be super dry until you wet them with alcohol. I suggest looking at tutorials on YouTube before you purchase if you've never used one of the pallets. My only complaint is the size. Sooo small and deep it's hard to get sponges into the colors.
