Can I set this to "always on" and then use it with an external timer?

Yes, of course. This low voltage transformer has memory function, it remains the timer mode you selected before. So you can set it "Always on" and use it with an external timer. Any more problem, please feel free to contact us via Support@dewenwils.com

Will turning on a light near the transformer make the transformer turn off? What if it’s in timer mode? Will it turn off mid timer if light is sensed?

Yes, the sensor will detect the light and make the transformer turn off. If it's in timer mode, it will turns off once light is sensed.

Will this work with a better homes and garden quick fit lighting kit?

Hello, If your lighting kit is (1) LED lights, not halogen; (2) 12V working voltage, (3)the total wattage of your lights don't exceed 48Watt(60*0.8), then you can use it. Hope this helps you. If you have any problem, please feel free to contact us via support@dewenwils.com.

My son keeps getting the error light. He has only hooked up 3 lights so far so not over and not short circuit. Ideas?

The error light comes on when something is shorted out. Check each fixture, each wire, each bulb for continuity. You have to do a process of elimination to find the cause.
