Q: Does this have rca input and output?

It does not have RCA input and output but one can use 1/4 inch male jack to RCA male or female jack as per requirement. I am using these type of jack ie 1/4 inch male to RCA male for connecting DVD/usb player as input and ht-55 AV receiver as output

Q: Will it work without amplifier?

No..this is just a preamp equalizer to connect between mixer and power amplifier.
